The Fair Share Framework
A framework for fair, connected and thriving communities across Greater Western Sydney.
A framework for fair, connected and thriving communities across Greater Western Sydney.
A shared vision for a fairer, healthier and more connected Greater Western Sydney.
The Fair Share Framework is GWSAN’s long-term model for understanding and improving the systems shaping everyday life across our region.
It recognises that housing, transport, health, opportunity and participation are deeply connected — and that communities thrive when growth is matched by infrastructure, investment, inclusion and meaningful civic participation.
The framework helps connect big-picture policy conversations to real lived experiences across Greater Western Sydney.
Because everyone deserves their fair share of opportunity, wellbeing and voice.
Greater Western Sydney is growing rapidly.
New homes, infrastructure and communities are continuing to shape the region but growth has not always been matched by:
transport
schools
public space
health-supportive environments
civic participation
access to opportunity
Too often, communities experience:
long commutes
housing stress
urban heat
infrastructure delays
limited local opportunity
exclusion from decision-making
These are not isolated problems.
They are connected systems challenges.
The Fair Share Framework helps explain those connections and provides a shared language for building a stronger and more equitable future for Greater Western Sydney.
The Fair Share Framework was developed to help shift the conversation from:
“How much growth can a community absorb?”
to:
“What does a community need in order to flourish?”
The framework recognises that growth alone does not automatically create wellbeing, opportunity or belonging.
Fairness matters too.
The framework is built around five connected pillars that shape everyday life across our communities.
Everyone deserves safe, affordable, healthy and connected housing.
Housing is more than shelter.
It shapes stability, health, education, financial security and social connection.
Fair Home focuses on:
housing affordability
housing diversity
apartment quality

A young person experiencing housing stress may also experience:
long commutes
reduced access to education
limited opportunity
social isolation
exclusion from decision-making
The Fair Share Framework helps connect these experiences and encourages more joined-up thinking about the future of Greater Western Sydney.
The Fair Share Framework is designed to help communities, organisations and decision-makers think more holistically about the future of Greater Western Sydney.
